Having reference to your despatch No.68 (3170/23) of May 31st on the subject of affording protect- ion to the Agent of the Chinese Telegraph Administration in Hongkong, I have the honour to transmit herewith translation of a letter addressed to me by the Civil Governor, accusing this individual of receiving and distributing cypher telegrams of which many copies are furnished sent by Wu P'ei fu to officers in South China
hostile to the Administration of this province.

I have forwarded these copies to His Excellency the Governor for his consideration, and have replied to the Civil Governor that a telegraph office is bound to deliver the messages which it receives to the addressees. I note, however, that the telegrama in question are not addressed to specific individuals, but to Shen Tzu liang personally manifestly for distribution. The charge therefore that he is acting as an "enemy" agent would appear
to be not without justification.
